We are a collective of Syrian artists, activists, intellectuals, parties, movements and political and civil organizations, who follow with great concern the hostile situation towards Syrian refugees in Lebanon, and the systematic expulsion of which they have now been victims for nearly a month.

These expulsions are carried out without taking into consideration the extremely dangerous situation for these refugees in Syria. In fact, Syria is still, although the conflict there is currently less intense, a country where arbitrary detentions, torture and enforced disappearances are threatening. In addition, some Syrian refugees in Lebanon are deserters; we mean they have do their military service in the regime’s forces in case they came back there. Their expulsion means either death for the deserters, or involving those wanted for the military service against their will in this war.

We also follow with concern the escalation of the anti-Syrian refugees hate speech. We note that these practices are repeated every year before the Brussels Donors Conference, which is considered as an attempt to blackmail and extort the donors.

We address you and the international community, through the embassies and the United Nations and its organizations, in particular the UNHCR, to demand the application of international and humanitarian law to take serious steps to protect Syrian refugees in Lebanon. In this regard, we appeal for the international community to mobilize to:

1. Register all displaced persons and refugees from Syria at UNHCR to protect their rights;
2. Immediately stop the process of the expulsions of Syrian refugees and draw the attention of international organizations;
3. Pressure the Lebanese government to take action to stop the spread of anti-Syrian hate speech.

We reaffirm that the solution for these Syrian refugees in Lebanon, as everywhere, is a comprehensive political solution for Syria, which requires the full implementation of United Nations Security Council Resolution 2254, which calls for the creation of a safe and appropriate environment for the voluntary, safe and dignified return of refugees to their places of origin.
